I'm sure there is a 'Duty of Care' aspect to it, to avoid prosecution should something happen, and it be show that not enough precautions were take.
I wouldn't say it's pointless though - as unlikely as it is at Portman Road, incidents at Christmas markets in Germany, Bastille Day in Nice and the Manchester Arena bombing demonstrate the risk where large crowds are gathered. Even the visibility of security may help deter such acts. |  | | |
