So many issues raised but for me, the most appalling aspect is that thousands of victims were themselves given cautions by the police.

Children, abused, raped and then when they spoke out, criminalised by a justice system that was supposed to protect them.

Wonder how many of those involved will be held to account? Think we all know the answer to that.

That bit about teachers being discouraged. Based on your understanding of the system, where do you think that may have come from? Teacher leaders at school level, councils, the police? Where do you normally get oversight from? It’s mind boggling to hear teachers were discouraged from reporting concerns.

Wouldn't be fair to say without something more detailed on that particular case.

People are also becoming wise after the event, even if there's nearly 15 years disconnect between the events and their analysis on here.

It could be that what was raised was badly worded, prejudicial or just not very clear and as it goes up the chain it gets harder to place in the right hands. It could be malevolence from an individual, or simply poor communication between agencies. All of those are possible.

The bigger issue is that one aspect such as being picked up by strange men happens in public, the school raises it but it no crime has been commited in that specific instance, and no one takes responsibility for it. One piece of the puzzle falls away here, and another falls away somewhere else.

We had a shisha bar in our community which was flagged a few years ago. It was letting in underage girls, was looked into and shut down. The easy assumption to make is that girls were groomed/attacked but it may have been a risk that was averted, rather than ignored.

Yep. And justice can’t come out of this inquiry either. There will be years of subsequent criminal investigations needed before anyone actually faces any consequences, if at all. That’s not to say we shouldn’t find out more about what went on and any structural failures of course. People are a bit naive if they think the victims will be getting justice and/or help to rebuild their lives through, for example, compensation as a result of this new inquiry. As has already been pointed out, in England and Wales the victims have already been denied access to the compensation the Jay inquiry recommended.

When it comes to accountability for institutional failure we have a very poor track record. See Hillsborough and the eventual farcical trial.
