That’s my suspicion too.
If he’s being ticketed for something that isn’t an offence the magistrates will throw it out.
And I don’t believe the HRA has anything to do with this.

If he's who I think he is, he's not above pushing the law to its limits to make a point.
He's involved in the River Roding Trust which does some excellent work in ridding the Roding of rubbish and trying to reverse the neglect of the authority meant to look after it.
However, if I remember the posts on X that I've seen about it correctly they don't much care about whether they're actually allowed to access the land they need to in order to do those activities.

Also it's the City of London police who control a very small area of London with virtually no residents so stuff like that where it is always really busy traffic and pedestrian wise so it is a pretty stupid thing to do. He's also likely been a bell end as you rightly say.

There are two offences under the Road Traffic Act 1988 with which he could have been charged. I imagine it will be section 29 that he has been charged with as that will be easier to prove. And maybe if he hadn't put up such a fight, he wouldn't have been charged at all.

The man is supposedly a lawyer so to suggest there is no possible offence is being a bit economical with the truth.

Yep, pretty sure if he'd just have just put his hands up (not whilst riding) and said "ah sorry, won't happen again" the police officer would have moved on pretty quickly
Also we have no idea if he was wobbling, reaching into his pockets etc
I'm minded to give the police the benefit of the doubt on this
