It's a clever trick that Sideshow Bob does, as it still seems to be working for him. He makes his hair deliberately go everywhere that fools the eye that he's being fouled when he's not. The eye is drawn to the theatricality of it that it is assumed he must be being fouled. If a skinhead player made the same moves it would be look ridiculous and he'd get nothing out of the referee.
