It's really more the case that nobody knows yet. Researchers have only had a couple of months to work on this, plus much of the data comes from China, where it may have been "corrected" before release.
Even the precise method of transmission is not fully understood (airborne, droplet, or both), nor the incubation period. It now seems that re-infection can occur (not surprising, as it's the case for other Coronaviruses, too). Plus there is evidence of asyptomatic carriers (c.f. Typhoid Mary).
That will be a statistical estimate based on assumptions about how many carriers have made it to the UK and the number of their contacts. |  |

Which last is the most damaging thing you can possibly do. The biggest problem in Italy has been transmission via health centres, where staff have become infected and passed it on to their other patients.
