The more you earn (especially through indirect income), the more you can pay an accountant to find ways to reduce your tax burden.

But if we increase the tax burden on those who earn more, it is unfair, apparently.

As a minister for the past few years he has to take a salary and pay tax on that salary. Also, as a minister he would not be able to take outside jobs like a backbench MP. So any other income he has earned has been through investments which will be subject to capital gains tax. There is simply no other mechanism for him to pay tax any other way.
