As a minister for the past few years he has to take a salary and pay tax on that salary. Also, as a minister he would not be able to take outside jobs like a backbench MP. So any other income he has earned has been through investments which will be subject to capital gains tax. There is simply no other mechanism for him to pay tax any other way. |  |
