The rules need to express the collective mind on the subject of just what constitues handball. Over 60 years of watching and playing I've heard different elements emphasised such as intent, outcome and now, unnatural arm position - which turns out to be no more definitive to interpret than intent. Faster players, attacks and falls lead to collisions and physical outcomes that even slo-mo doesn't necessarily help to decipher. Often you are just confirmed in what your eye originally thought it had witnessed, but still you are left with needing to make the same decision with nothing new to add just as would have been the case in the pre-technology age.

The game needs to consult, then give the result an entire season while continuing to emphasise that perfection can never be a possibility, only an honest aim.

If a forward heads it against a defender’s hand like that and it stops the ball crossing the line, we all scream penalty and red card. If Grealish heads against Wan-Bissaka’s hand just before the United player volleys home, the goal is disallowed. In this instance, Grealish’s hand prevents the ball going into a dangerous area. Shearer would have chased the ref half the length of the pitch if he hadn’t been awarded a penalty for much less than that. The hand ball rule and the offside rule are too protective of defenders and penalise forwards too much. We want more goals not excuses for the defenders.
