Not sure non league rules are same as EFL but suspect he was released before the window closed so can sign for an EFL teen anyway.

Pretty sure that's the case.

I believe there's a number of ways a player can become a free agent, even outside the transfer windows, one being the club cancelling a players registration if a contract is terminated by mutual consent. May be different criteria for this in EFL and Premier League.

Yes, released and de-registered before the deadline, so a free agent and able to sign for another club before that deadline in mid March.
