The R value isn't that useful when there is really low prevalence of the disease - in this instance this one outbreak has driven this increase in the rate for the whole country. It will also mean that after this outbreak is contained, the R value will go down to a very low level.
It's misleading because in the rest of Germany nothing has actually changed in terms of your risk of catching the virus from last week, to this week, to next week, but the R rate has fluctuated widely. |  | | |

Indeed. Localised spikes can skew the figures massively, however if such spikes are identified quickly and measures are put in to contain them then there's no reason why those spikes should lead to wider increases in infection rates. This is what things will look like until a vaccine is found, ongoing measures to try to reduce general spread through hygiene and social distancing and quick, effective responses to contain localised outbreaks. I'm not sure we have the savvy to make it work though. |  |
