I couldn't say why. But I've always been told by Club media that season ticket holders are counted as attending at all games that the ticket would cover.
This isn't ITFC media by the way, but WBA, Villa, Wolves and Brum

I think it's because it's actually tickets sold rather than attendance, though it's always referred to as attendance. Seems to have always been like this. |  |
