There was a UKIP fella canvassing for the Parish Council here at the last election. He was greatly upset when I told him h shouldn't be standing as he wasn't from Round Here and I didn't approve of outsiders interfering in Glemsford Affairs. [Post edited 6 Apr 2022 12:07]

A quick look at Wiki shows that Frinton & Walton , population around 20,000, has an elected Parish Council with sixteen members. Not sure why Tendring put off making a decision but the antiquated Town Council are the villains. |  |

That was my first thought. For public buildings*, disabled access is a requirement, under the Equality Act 2010. *Which, obviously, this is not. However, it is similar in being a service needing to be accessed by people with mobility issues. |  |

The Disability Discrimination Act (which was later absorbed into the Equality Act) places a requirement on all businesses and organisations open to the public to take all reasonable actions to facilitate access. So a corner shop can make a case that cost is prohibitive to providing non-stepped access, but Disability Rights campaigners could take the business to court, which would rule on whether it is reasonable to expect the business to spend the sums required. For example, it could be argued that every shop "needs" to provide a BSL interpreter, to facilitate access for Deaf people to goods and services, but that would be cost-prohibitive for all except the largest organisations. In this case, by applying for planning permission, even if refused, the pharmacy has taken reasonable action to remove barriers to access. |  | |  |
