The Football League are not obliged to except them as they are different organisations. The situation mirrors when Rangers were expelled from The Scottish Premiership and The Scottish Football League excepted them but only in their bottom division. That they didn’t cooperate with the investigation should be a significant aggravating factor (if they are found guilty) and in such circumstances, not to relegate them would accommodate the view that Man City and their owners are in fact bigger than the league.

Man City won’t be touched. They are far too important. They and a few others are the Premier League. If found guilty of anything they might get a fine, which to the crowd that own them is the equivalent of about 10p
