Assuming the PSV player kicked the ball into the opposition's net, he wasn't in his own penalty area. The question was whether he committed a foul or not. The outcome of the foul is a disallowed goal and a free kick. The outcome of no foul is that the goal stands.

This should be a goal. Otherwise football is just so very close to being a non-contact sport.
