As someone who volunteers on a heritage railway, this potentially makes a lot of sense.
If any of the walking route to the stabled units/locomotives would have involved walking over snow-covered railway infrastructure, then I'd suggest that the drivers were well within their rights to advise that they could not safely walk to their cabs.
Walking over ballast, sleepers, cables, and signalling equipment can be challenging at the best of times, and that's in good visibility where you can see where you're putting your feet. Trying to do it with snow cover would be suicidal.
Clearly depot staff didn't do their jobs overnight, and walkways were left in a dangerous condition. Rather than fixing the problem, to cause minimal disruption, managers went running to the Heil so that they could rail against unions.
It wouldn't surprise me if the managers then delayed clearing the walkways, so that just enough delays would be caused to provoke anger towards the drivers and the unions.
What this whole scenario should serve as, is an advert for the clear benefits of union membership.
