We don’t know the reasoning for HH saying no, it’s probably because he’s going to wait it out and see if a PL side comes in.
We don’t ever tend to give up on players we really want even if they say no the first time. If he’s still at Boro come the end of the month I wouldn’t be surprised to see him here come September or maybe even January. |  |
