A friend linked me this image earlier with a crude joke attatched, but after watching it a few times with a degree of facination, im trying to figure out, what is happening here (or more so what they are trying to do)

It looks like a very specular dam sluice gate

I don't think so: the ground is bone dry underneath and there would be splashes as the water hit the grate, it wouldn't flow that neatly.

I think it's a smoke outlet from a wind tunnel: it's a very even high flow-rate "stream", but dry.

Or maybe a smoke extraction outflow from an industrial process?
