Is an issue here that being PM only tends to appeal to certain individuals, many of whom aren't really suited to being PM? I'm thinking about Eton graduates etc.
Furthermore the more capable members of the population have better or more interesting jobs than being a politician so aren't interested either.

I don't think Johnson wants to govern, rather he sees that as an achievement in itself and the governing bit (the actual work) is merely an unwanted burden.
His is one of the photo opportunity ......Chinese new year outside number 10 rather than attending a Cobra meeting, the staged zip wire incident.
And his intent of leaving a legacy named after him, as with bridges, tunnels and London airport means he has left a trail of extremely costly failures in his wake. Garden Bridge, London Buses, Water canons, Olympic stadium, Thames cable car.
Just as with his almost childish need to be liked which leaves him incapable of taking firm decisions when necessary, and indulging in populist stunts instead. Shaking hands with COVID patients while visiting a hospital.

He's just a chancer than wanted the gig for his ego, to put one over his Eton chums.
Oh and the fact that he saw how much previous PM's had earned from memoirs etc over the years.
It's a job which massages his ego whilst giving him the opportunity for huge earning potential.
