The tool is rather good.
Decided to play the patched version with the old players and then used the settings tool to change the resolution (this is a must as means you don't have to run in compatibility mode), up the game speed to x200 (can't see much even on slowest commentary!), remove work permit conditions and allow unlimited foreigners.
My setup is the anti-Brexit setup and it's great fun. I seem to have a team of Yugoslavians.

Edit: Also selected "Load All Players" in the patcher so can just run the English leagues but with maximum database and then all players - there are loads available when you do this. [Post edited 11 Jun 2021 9:11]

Probably that is the cause. Without the tool in order to get it to run I had to change it to run in Windows 95 compatibility mode which is far slower (as I assume it's just a Win 95 emulator) and goes crazy if you try and move the window and other things - actually can crash.
If you run with the resolution fix and then in windowed mode the screen is bigger (some buttons are grey now) but you can minimise the game window properly and do other things on the computer with no problem. I assume they have replaced the old DivX stuff with some .Net replacements which makes it work in modern Windows.
Excellent for having a couple of matches whilst you are waiting for something at work to complete or whatever.
Turn off the work permits and foreigner limits as well - makes it excellent.
