Don't think there has been any riots in Copenhagen for quite some time and Christiania is pretty timid really.
It's also got some nice places just outside, the Louisiana Museum of Modern Art is fabulous.

Another I should have mentioned - Annecy in France, very close to their border with Switzerland and Italy. It’s one of the most beautiful places I’ve been to and a fairly decent size. |  |

Bath was mentioned but that only has a population of 89k
I think you’ll see the criteria is 250-500k+

I was trying to be helpful. The OP revised his criteria, so in saying that they were significantly bigger than the new criteria I wasn't criticising the post, which may have been posted before the criteria were revised.
