Some was public, but I think he was made to pay that back. Some was from undeclared donations from Party donors (another breach of the rules). Something like that anyway. I suspect there's a lot of variation between different types of civil servants and where they worked. I used to do a fair bit of work out at embassies and high commissions, and the staff there and visiting politicians were fuelled on booze. There'd be lunch drinks, after work drinks, in work receptions for visiting trade missions, embassy receptions/garden parties for various dignitaries. It's the same when you deal with politicians and their staff in the UK - loads of political party clubs around Westminster. I strongly suspect we've seen a glimpse of their normal way of opearing, and they feel they are entitled to that (and may even not be able to distinguish it from the actual work itself. I'm not excusing it of course; just trying to understand why they've been so stupid). |  |

Yeah, she wasn't public-facing or front of house - dealt with the running of the NHS behind the scenes. But then those parties at no.10 weren't hosting trade, Embassy or other official visitors either - they were purely for staff (+ maybe a family member, friend or 2). |  |

I think it was a case of no pub to go to after work (lock down) so we'll make use of this garden instead. Overseen by someone who has shown, throughout the pandemic, a total disregard for the rules - as he has done throughout his career. He has got away with stuff before this because it was not in the public eye.
