It has. La Liga simply don’t care as they need Barca to be competitive in the league and Europe

They are doing what a few did over here. Burnley and Leeds were two recently. Taking money now for promises on future income

They have leveraged the club against future income.
If you want to understand (a) what they have done, and (b) what rules they have to comply with, the following respective links give a good amount of detail in a reasonably comprehensive and comprehensible way.
It's not just as simple as saying they've borrowed money against future earnings. They have taken out a huge long term loan, and sold portions of entities that relate to different future streams of income (in one case with a buyback option).
It's certainly true that La Liga has an enormous interest in Barca surviving, but they're not turning a blind eye or further bending the rules in order to allow another big transfer splurge.
There may well come a time when Barca has mortgaged the shirts on their own backs and can't pay off the loan because they've sold all of the income generating entities. At which point we'll find out whether they are too big to fail. It's certainly getting more and more ridiculous. At some point the can can't be kicked down the road any longer. Even when you've bought a bunch of people who are very good at kicking.

Theres a huge part of me that hopes a really big club somewhere dies. But only because I realise that It's the only way the football authorities will take any kind of action against spiralling transfer fees and wages, and as such begin to re-balance the playing field.
Of course, it's equally likely UEFA and co, will just shrug their shoulders.

They've sold a bunch of future TV rights etc which I think Ia read they have raised about 600 mil from.
ATM though there is no guarantee that they will be able to register any if the players they are signing
Bayern Munich insisted that the majority of the fee was paid upfront as they told Barcelona they don't believe they will be in existence in 2/3 years time so didn't want a lengthy installment deal.
