So was it handball? on 09:30 - Aug 1 with 2177 views | GeoffSentence | No definitely not. Though it looks like it struck her arm, you can clearly see from the reverse angle that a gust of wind, possibly a massive, unified exhalation from the fans behind the goal, just blew the ball back before contact was made. No Penalty.

Its not an offense it the ball hits another part of the body first which it clearly did. Ifab Law 12: Fouls and misconduct Handling the ball: For the purposes of determining handball offences, the upper boundary of the arm is in line with the bottom of the armpit. It is an offence if a player: deliberately touches the ball with their hand/arm, including moving the hand/arm towards the ball scores in the opponents’ goal directly from their hand/arm, even if accidental, including by the goalkeeper after the ball has touched their or a team-mate’s hand/arm, even if accidental, immediately: scores in the opponents’ goal creates a goal-scoring opportunity touches the ball with their hand/arm when: the hand/arm has made their body unnaturally bigger the hand/arm is above/beyond their shoulder level (unless the player deliberately plays the ball which then touches their hand/arm) The above offences apply even if the ball touches a player’s hand/arm directly from the head or body (including the foot) of another player who is close. Agreed, not a handball for this reason. The number of people citing "intent" as a reason for it not to be a penalty is bloody worrying - fans really ought to learn the bloody rules!
So was it handball? on 10:56 - Aug 1 with 1842 views | Horst3000 | I was wondering if this had been mentioned at all in the Englisch press or on the telly? The German tv coverage showed the incident at half time and even showed it to the manager after the match. They are adamant it should have been given. German twitter is also full of people moaning about the penalty not being given. I’ve been winding up a few friends here by saying that it wasn’t given because the Ukrainian ref was upset that Germany haven’t supplied them with any weapons. That hasn’t gone down very well…

Out of interest which part of Williamson body do you think it hit before arm? To me the ball came up directly off Bright's leg onto the arm. I can't see any camera angle to suggest otherwise. I think if the Ref gave it VAR doesn't overturn as no clear evidence the Ref was wrong whatever her decision.
So was it handball? on 11:43 - Aug 1 with 1700 views | rickw | Don't these rules all apply to this? the hand/arm has made their body unnaturally bigger the hand/arm is above/beyond their shoulder level (unless the player deliberately plays the ball which then touches their hand/arm) The above offences apply even if the ball touches a player’s hand/arm directly from the head or body (including the foot) of another player who is close. It would have been one of those you'd want to go for you but would hate it going against you as there was no intent, anyway, I'm sure we're all happy it wasn't given!!

Even if it hit Bright first still no pen as per the rules. But it also came of the chest of the alleged handler of the ball. | | | | Login to get fewer ads

Upper chest/shoulder. Pretty clear I thought. Kind of harsh on Germany in a way, as the arm clearly stopped the ball going goalwards. But them's the rules.

Disagree if it hits Bright then direct onto Williamson arm its a pen. I don't know what rule you think protects that. I think it may have come off the chest with the slightest of touches too but can't conclude either way

I’ve read the law on the FA website and I’m struggling to find the bit about coming off the player’s own head or body, or another player who is “close”. Are these exceptions really in the law and if so, where?
