And lower league clubs can't sell players to sustain themselves when experiencing cashflow issues. But ultimately it all stemmed from the fallout following the Marc Bosman ruling. It was the European Commission who wanted it if I recall correctly, as European leagues had them and felt that the UK system which didn't have fixed windows left them at a disadvantage. | |

Other leagues in Europe had transfer windows long before they were brought in over here, which meant that clubs in one country could sign players from clubs from another country and those clubs didn't have the ability to sign replacements until the transfer window rolled around. | |
