No it's not for all the financial shennanigans but for delaying kick-offs last season.
2 times they delayed the start of a match.
8 times for delaying 2nd half kick-off.

The only conclusion I can draw is that Citeh are a bunch of girlies who are too scared to face the opposition and have to be dragged kicking and screaming from the dressing room.

As with all their other alleged rule breaks, fines will do no damage whatsoever - only serious points deductions would make any difference.
But fines will just be given - season after season.
It's easy to become above the law when you're wealthy.
