Either it ends up in the net (goal) or it doesn't (goal kick).

It is only one shot, like any shot, and then the ball either goes in, or off the pitch, and is dead, or comes back into play and is live.

Why should a direct free kick from just outside the area, which the keeper saves brilliantly by fingertipping it onto the bar, be treated differently if it then falls back into the area?

Or a corner? One shot only, then the ref blows up?

Or how about a striker running through one-on-one on goal, and the keeper saves with their legs? Whistle up quick ref, it was a save!

“The kick is completed when the ball stops moving, goes out of play or the referee stops play for any offence; the kicker may not play the ball a second time”

I guess that’d need updating to state that nobody other than the keeper can touch the ball after it’s been kicked.

If that is really the wording then it is theoretically possible that a hard penalty could be saved by the keepers legs, rebound out of the area towards the half way line, and a player from the attacking team could intercept it before it stops moving, keep it moving, dribble into the area, go round the keeper and score, without breaching those terms and conditions!

If the rules for a shootout say that all players apart from the penalty taker and keeper have to be behind the Half Way line, there is still the theoretical possibility of the ball rebounding that far out, and then one of the penalty taker's team doing a Beastie from behind the Halfway line while the keeper is celebrating.
