It's the normal, but horrible, double negative they use to ensure it matches the rule as it's written.
The rule states that clubs must 'ensure their players don't act improperly/provocatively'.
The charge is that we failed.

So long ago but I just can't remember what we did that was wrong. Only saw replays but Chappers booting the ball into the crowd, do me a favour, that's not failing to control your players. Seen it before, a lot, nothing in it, lots of players do it. It was all started by the B. City players and the odd 'fan'.. Uppity that the three points became just one point. Sorry if we've been through all this before, but why can't you celebrate when you score a goal? Only the uppity BC fans and players made a thing of it. If I was watching it all back I'd say we have no case to answer. Taking a long time if they're scraping the barrel to find video evidence of our players being out of control. I think you are confusing its ease of understanding with its intention.
