Each race (there are 15 tonight) scores 3 for 1st, 2 for 2nd and 1 for 3rd - with 2 riders from each team doing 4 laps.
So a max 5-1 on a heat with lots of 4-2s and 3-3s.
So normally 46 gets a win - basically a team race to that.
Tonight is the second leg of the final. Witches won the first leg 47-43 so need to get to 91 in total to win on aggregate

Although I wasn't a Witches fan, I was a regular at Mildenhall in the late 70s early 80s.
I remember the three team tournaments against Kings Lynn and the Witches. Chris Louie, Dave Jessup, Michael Lee etc. Very fond memories of those days.
