Only when he’s talking about the balance of power in Eastern Europe/west Asia. He wants a strong(ish) Russia to keep the EU in check, so that ultimately no power becomes dominant enough that it can challenge the US. The fact that nobody in Europe is in the slightest bit interested in conquering the US won’t occur to him, because he only thinks like a bully. That’s my simplistic take on it anyway.
