Presumably in testifying she thinks she will incriminate herself as complicit in what happened to enable the abuse, and therefore expose herself to further charges and punishment. While names are redacted there's not enough evidence unless she provides it. And she has the leverage of demanding immunity from Trump in exchange for not mentioning anything about him which, of course, may be because he wasn't involved. She was moved to the cushy prison after speaking in prison to Trump's ex-personal lawyer who is now US Deputy Attorney General. Yes, the parallels aren't exactly the same but he did come to power on a promise to be whiter than white and, coupled with his numerous mis-steps, it could be said that the camel's back has been broken by the latest disaster. It is certainly difficult to see his or the Labour Party's poll ratings improving with him in charge and I can't really see him surviving for much longer. I do feel sorry for him because he is said to be devastated by what happened but maybe he was never really cut out for politics and didn't have the sort of political nous that saw dangers in appointing Mandelson. A lawyer having seen that should have run a mile (and I say that as a lawyer, part of a profession noted for its caution and standards of integrity). And presumably much more will emerge as more information is released.
