It's part of warfare, to carry out attacks and foment insurgency in the enemy's territory.
We did a lot of that in WWII, backing and encouraging the various European resistance organisations. The Germans, in return, tried to get things going with the IRA.
How "military" the targets end up being is down to the courage, capabilities and armament of the insurgents. |  |
