You can add Williams to that list, albeit a loan
Basically we are skint so players with an injury problem will cost far less. Whilst it may be touted as a fee most will simply be that we buy out the rest of their contract, not fully, but in part to reflect their condition.
For the player it ensures another so many years contract, at a lower wage. Some we win. most we lose.
That's how it is when you are without money. Something the drop in STs from 14,000 a few years back to 10,000 (?) now has merely excacerbated.
