I'd go with landmines. Water pistols are a good laugh though. See if you can get a cat to launch vertically for 15 feet. Hours of fun!

Not seen cats in the garden since.... bonus of many more garden birds also.

Seem to have mixed reviews, and may depend on the cat - but worked for me.

If there's hard surface on any side of the plot, make up a cheap vinegar and water solution and have a good spray about. Obviously not on the soil.
