Nope. It's not a Chesney Hawkes song. The soundtrack was my first port of call. But there isn't a soundtrack that features non Chesney Hawkes songs.
The imdb page is pretty scant on detail too. I think the only way you are finding this out is by picking up the dvd, but even then there is no guarantee from a British indie film of that era. The voice feels somewhat familiar, but I've never heard it anywhere else. Quite an interesting little film as I recall.

When I moved to The Canary Islands in 1992 it was one of a handful of films that I took with me on VHS, and was well watched quite a bit as I did't have a TV aerial in my apartment.
I hadn't thought about it for years, until I saw a clip of Chesney Hawkes in his West Ham shirt getting ready to watch the Europa Conference League final.
If you google 'love the one youre with' and then scroll down a bit on the first page you will see 'second hand songs' website. There is a long list of different versions. Maybe amongst that lot somewhere?

Apparently he came 8th in the UK qualifying for Eurovision 1990 with a song called "Never Give Up".
The winner, Emma, with "Give A Little Love back to the World", went on to finish 6th in the finals.
