Just because you need to act quickly, that’s no reason to have zero process or audit trail. Chains off, money for mates is corruption.
When spending public money on government projects, we made sure there was a clear audit trail and rationale for each decision. A process. It didn’t matter who looked at it whether it was NAO or anyone else, decision making was clear and transparent. These decisions were made each week, quickly and involving considerable sums of money.
It’s possible to do and ‘the pandemic’ was an excuse for fraud, in and out of government, all paid for by you and me. People should be facing long jail sentences for this, but they won’t be.

What's mental is that I have read a load of stuff about Johnson over the last few days and there is scandal after scandal after scandal that I'd FORGOTTEN about!
That's how many there have been.
In the same way when I hear the names Danny Karbassayoon or Jordan Spence or Mark Stein and remember they actually played for us, I've seen Wallpaper or Mustique or Jennifer Acuri and been like 'oh yeah! That happened'.
Stuff that would be massive news but has been almost forgotten about because there are just so many! Nobody is even talking about the at work mistress gobble now, a scandal that famously brought down Clinton, isn't even in the top 5 of the biggest Johnson scandals in July! | | | |

Maybe par for the Tories, always avoiding repairs, necessary maintenance work, investment etc - but on this occasion they were warned about the dangers that would follow from their deliberate running down of PPE stock

Maybe. Although there’s a good argument the Tory donors making £00s of millions by short selling against uk companies, the pound and British gilts/bonds was equally as corrupt. They played a role in manipulating govt position and funding the dishonest Brexit campaign purely for personal gain. I’m not sure whether the claim Farage was effectively insider trading on the night of the referendum was ever resolved either. It was all less direct corruption than the blatant PPE scandal, but still manipulation and cronyism at our cost. | |
