Mexico has hosted it twice already, so less likely to host it on their own again. I think they were included for tactical voting purposes "to broaden the appeal" of the bid.

To be fair, there wasn't much choice. Morocco were the only other bidder and they were clearly incapable of hosting it, given the number of countries participating and the fact they have none of the stadia or infrastructure built.
It's another of the flaws of this plan to expand to 48 teams - they've immediately reduced the pool of potential hosts.
