Step one has two steps in it.
They're assuming their base will struggle to count above 4.
I looks sensible in terms of the steps, as they're pretty obvious. Just a gradual relaxing. The worrying thing is that even by putting tentative dates they'll raise expectations leading to trouble down the line if they find that even relaxing early on has a bad impact on transmissions and hospitalisation rates.
