Don't most Europeans celebrate on Christmas eve, so it's probably a standard print run for all countries.
It also probably has something to do with avoiding all the letters from Christians not wanting Christ's birthday to marked by chocolate. Advent was supposed to mark the lead up to the birth and everyone is supposed to fast and abstain from any rumpy pumpy. |  | | |

Neatness too, a 24 day advent calendar fits nicely into either a 3x8 or 4x6 rectangle whereas a 25th day would mess the look up. Works equally with bog standard chocolate ones or beer/gin ones
