I bet they have. The Queue is always moving so there’ll always be room to join the back. Where do those people wait? There must be a holding queue. Or maybe they have to circle in a holding pattern behind The Queue.
Or there may be a minimum walking speed above which a queue is not a cue, so technically although in a line they may not be in a queue.
