75% of the water comes from groundwater and only 8% from transfers from other water companies.
Rather than a lack of water, the issue is that the infrastructure hasn't been upgraded to cope with additional housing etc. Indeed, there were even thousands without water for several days before Christmas, and that had nothing to do with the weather. [Post edited 8 Aug 2023 16:57]
