As an aside, I think there is definitely a non-zero chance that Musk comes out of this presidency the world's first trillionaire. It would mean tripling his wealth but given the influence he has it's possible.

I'm sorry to tell you that it is only Cabinet posts that need to be ratified by Congress.
Many of the national Director level appointments aren't Cabinet posts. So many of Trump's appointments will start work in January. In fact they will have access and a shadow bureaucracy already, as part of transition arrangements.
The apparatus of many federal agencies will be dismantled.
