Steve Bell has form for racist cartoons so to say that her religion didn’t come into his thinking is naive.
I don’t see any difference between this portrayal of Hindi woman and that of Serena Williams last year.

That clearly also drew on racist tropes. Are Asian people ever referred to as bulls as a way of demeaning them? Are they frequently portrayed as bulls as a means of dehumanising them? I'm not aware that they are.

It would be offensive to portray a Jew or a Muslim as a pig. Portraying a Hindi as a cow/bull applies equally imo.

You might want to leave a little longer for these sort of retorts. It might otherwise give the impression that you’ve prepared them in advance, which isn’t a great look.
