I must have missed it, what did he apologise for?
Basically he was caught lying by saying he never said we should have used the European Medical Agency, when in fact, on 3 occasions he stated it would be in our best interests, as a block to go with them.

They don't believe anything they say do they, they just make it up on the spot to score points.

A bit strange wasn't it. Quite why he thought he'd get away with that is anyone's guess.
Starmer could still have at least part of a point though. Covid is a pretty unique situation and a rare case of of governments throwing money at vaccine development so the timescale was reduced substantially.
Bulk purchasing power in the EMA is normally an advantage and cheaper. There's the issue with waiving civil liability rights against manufacturers too. I don't know all the ins and outs of that, but I'd have thought we want those sorts of protections.

Starmer's comments recorded in Hansard, as raised in a point of order from Francois, were from 31st January 2017. I'm not sure if he made similar comments once the pandemic had arrived but other Labour MPs have done so.
