The internet is saying Chelsea have 22 players on loan, down from 37 last season.
I may be reading it wrong.

Yep, will do nothing to stop the stockpiling of young talent.
If implemented would also lead to more pressure to allow 'B' teams into leagues to give clubs somewhere to 'develop their youngsters for the benefit of the national team' (or something). |  | | |

Are they likely just to sell them to their partner clubs and have first option on resigning them or even get the partner clubs to loan some of them out etc |  |
