It's poetic and emphatic to repeat the word "last" to mean both "most recent" and "final". Works well in rhetoric and befits a stateman speaking at a podium, but would sound over-blown if used in the pub about a neighbour who had just died.
In a soundbite culture it is also very economical with the word-count.
