It's easier to get Permits now isn' it, no just because of prem, but they made it easier last season.
He wouldn’t need a permit now. Clubs can allocate up to 4 (depending on minutes given to domestic players) places to overseas players from absolutely anywhere.

Same rule should be applied to all businesses then...
Probably different for footballers (especially PL ones) due to the amount of tax they will pay.
Also it’ll differ from club to club. For instance Ipswich who have predominantly used domestic players would likely qualify for the full allocation and teams including id have thought most of the PL would be entitled to fewer places due to already having teams dominated by overseas players. I’d hazard a guess we’re better placed than almost anyone to exploit this.
I’ve followed Universidad de Chile as a second team for a number of years now. This guy is the absolute mustard and would be a real coup if we managed to pull it off. I think he’ll have much much bigger teams after him too, but he’s a real talent and has the potential to be a Brighton-esque signing who is locked up very cheaply and within 18-24 months is a £50m player.
If you’re still reading, then I must confess that I’ve absolutely never heard of this guy but I love an obscure transfer rumour like this. Civelli 2.0 here we come.
Not sure about that one. Looks like he is quick, has tricky feet and a good turn of pace but - and I might've missed it - I didn't see any goals in that compilation and most times he beat his man and then misplaced a pass or just duffed it at the goalie. I think he would be a very frustrating player and probably not Premier League quality.

Think he falls under the potential of a cheapish potential gem kinda deals.
20 years old, only been at one club, needs a bit of guidance as quite erratic, looks a bit like a football street kinda player with his touches, but the ability is clearly there.
Will be interesting if he ends up coming over here and seeing what happens with him.
