As I understand it, the only punishment for breaking the cap is a fine, isn't it? At 3x the over-spend. It could be that the Sunderland owner is willing to take a hit of a low hundred-thousands fine as the statement of intent, and potential success, will pay off in season ticket renewals now, and higher income in the future if they are successful. |  | |  |
