Be careful if you go to Bexhill, because you could be arrested if you doze on a bench or on the beach, given Rother Council has made sleeping in a public space an offence.

"No person shall sleep or deposit any materials used or intended to be used as
bedding in any public space within the restricted area, being the entire Rother
district,"

As drafted, it strikes me that it could even extend to dozing in a car overlooking the beach, as many elderly people do.

Just as well my parents are no longer with us, as when they lived in Eastbourne, they often went to Bexhill, a place well known for its elderly population.

We were the largest income generator in the UK at one point, but I don't know if that's still he case. We've got fixed and mobile cameras everywhere picking up minor offences.

Petty stuff innit. Councils becoming ever more creative in how they can generate income due to the piss poor state of public finances. The special is Swansea is parking and driving offences. We were the largest income generator in the UK at one point, but I don't know if that's still he case. We've got fixed and mobile cameras everywhere picking up minor offences.


I didn't assume that this piece of petty regulation was aimed at raising money from fines though, it seems more like a legal belt and braces to get either rough sleepers or migrants moved out of the borough. I did go to Bexhill a few years ago, to see the De La Warr Pavilion, and then we headed along the coast to Hastings for a bite to eat and found that place quite down at heel. So I expect it is a bit like Frinton and Clacton, anyone who looks like they haven't got a million to their name is going to be pressured to cross the tracks (not sure if there is a railway line between Bexhill and Hastings.)

No more than a council clarifying its local by-laws so as to have something to use where/when needed.

The reporting and 'outrage' rather smacks of the Mail/ Express.

You can be fined for being drunk in charge (not necessarily even riding a bycycle. Guess what? The police do not actively seek out miscreants engaged in such activity, it is just that should a need arise they have the necessary sanction.

I expect in this case it is to deal with hat is known as rough sleepers. or those camping overnight on the beach.

Personally, I think the criminalisation of rough sleepers, who often have alcohol or drug addictions, should not be happening.

for many year the local authority of a certain well known south coast town refused many application s by various charitable organisations to provide accommodation for rough sleepers on the grounds that "we dont feel we have an issue with rough sleepers and if you providers in this town but if you provide a place for them it will be become as issue"

When it was pointed out 'but there are already people sleeping rough' the reply was "but as we dont provide any facilities so there cant be"

Hastings is currently on the up. It has some fantastic houses which would be worth an absolute fortune if located in Brighton, and people have moved there because it is that much cheaper.

Me and the youngest boy drove to northern Germany a few weeks ago. We drove back through Germany, Holland, Belgium and got the Channel tunnel at Calais. We came through 1 section of road works in 330 miles, about a mile long.
When we got back to England, the first 12 miles was road works, all with cameras set up. Over 40 miles of camera controlled roadworks from folkestone to Ipswich.

Rough sleepers won't pay the fine and may get a good safe nights rest in a cell.
