My money is on 3, unless they are a luxury biscuit then probably 2.

Depends how thirsty you are, I just eat them until the tea has gone. I don't usually have biscuits but if I do it would be between half a pack and a pack.

The right number is the Oozami number, and this relates only to biscuits that are dunkable - the number of biscuits that can be consumed before the tea cools down too much to be a reliable dunking medium. This number depends on:
- the volume of the container
- surface area of exposed liquid
- the thermal heat capacity of the container
- the density of the biscuit
- the initial temperature of the tea
- the radius of biscuit availability
- the flow rate of tea down one's gullet
- the ambient temperature
- the ambient atmospheric pressure
- the BMI of the consumer
