As I've said to a couple of these economists the day you guarantee it will happened and you give all your money and pension pot to charity if it doesnt I'll believe you. I've not yet found one who will take up that offer, strange when you think are insistent it will happen

Technically, the Cabinet, as a quorum of the Privy Council, can request that the Queen prorogues Parliament. There is nothing the Commons can do to prevent that.

However, the amendment to this Act is intended to ensure that Parliament will have to be sitting during the crucial period.

I wonder, re your first para, whether the Queen would ever be prepared to be "strategically ill" in order to avoid giving her consent! She'd surely object personally to such a politically motivated attack on our constitution (unwritten though it is) - and probably also to a no-deal which she can see would adversely affect the UK.
