In short, no.

The tests revolve around "Control" rather than merely owning a stake.

For the EFL, "Control" is defined at page 6 of this PDF:

Essentially the threshold is 30% of shares, which ties in with the Premier League threshold.

That definition is then relevant for the Directors and Owners' tests at Appendix 3:

As you'll see, there is in the Appendix a definition of "Relevant person". Certain reporting requirements exist in respect of such persons. That definition expressly excludes someone who is advising in a professional capacity and doesn't have more than 5% of the shares. I doubt this would include Evans, but it is a mention of the 5% figure in the rules.

For Premier League clubs, the threshold is 30% (I believe this means that if you have more than 30% of one club you can't own 30% or more of another club).

For UEFA, it's 50% of voting rights or shares or some such.

This does mean, it seems to me, that you can have 100% of a Premier League team and 49% of a UEFA governed team, and they might play each other. That would not be ideal, but then little is when it comes to football ownership, sadly.

Evans has an indirect share of less than 3.5% in the capital of ITFC Ltd, and he is no longer a director or officer in any capacity, having literally no influence on decision making (hallelujah!). Even at Gamechanger20, he is essentially a silent minority shareholder.

Unless EFL rules explicitly state that even minor shareholdings in two member clubs is forbidden, it is unlikely to be an issue.

I guess, theoretically, if Ipswich and HTFC were to play each other in a crucial end of season game, where Ipswich needed the points and it was a dead rubber for HTFC, there could be a conflict of interest for Evans.

Strikes me that he's probably got feelings of failure from here and is trying to fix himself.

Thinking back to when we were able to buy shares in the club seem to remember that one of the conditions was that you could not buy shares if you held 10%, or more, shares in another club.

Evans owns 5% of. The shares of Gamechanger so sadly can’t be forced to sell them, although I’m sure he might find himself under pressure to sell , especially if both clubs were in the same League.
